The present Eastern Regional Committee has taken over the charge on 1st February, 2013. The present body, as such, will like to sensitize staff members posted through-out Eastern Region during the tenure of the preceding 1 year 8 months period.
We had arranged open organizational discussion on 12.05.2011, 15.02.2012 & 16.08.2012 respectively to arrive-at conclusive/majority decision of the staff members in respect of those burning issues that had never been faced before by the Eastern Regional Committee. Accordingly, we had submitted the Transfer/Posting policy of Head Clerk (now Office Superintendent) of Eastern Region to the highest authority of the Department in Eastern Region after obtaining necessary approval from the Central Association. Rotational Transfer in respect of UDCs & LDCs from one unit to another are being implemented in a fair and transparent way at regular intervals in Kolkata and the cyclic process is on till date.
The rotational transfer from one station to another in respect of erstwhile Head Clerk (now O.S.) has been implemented for the first time throughout the Eastern Region by way of transfer of the longest stayee official at a particular station against his/her counterpart in another station on completion of their prescribed tenure.
We have extended our whole-hearted/logistic and material support & co-operation to those UDCs who have filed an Original Application before the Hon’ble CAT, Calcutta Bench, Kolkata for achieving the NFSG Scale for UDCs posted at CPWD.
The 1st June had been observed as ‘Maitri Dibas” in all over the region and a Voluntary Blood Donation Camp were arranged successfully for the first time in Kolkata. A total of 64 (sixty-four) units of Blood were collected in the camp.
We have started farewell ceremony to convey our warm wishes and best regards to our retired colleagues on behalf of the Association and the same are being organized regularly.
We have formed an Advisory Committee consisting of 12 senior/veteran members and one Committee of Unit representatives comprising of 27 members for extending valuable advice/suggestion on important issues related to staff members. A total of 9 (nine) meetings of Advisory Committee and 7 (seven) meetings of Unit Representatives have taken place during preceding tenure.
The Association room has been renovated fully with the active support of present body during preceding tenure period. The election proceedings at different Branches/Units all over the region have been completed in time under the neutral supervision of the present body.
The lists of members have been served to different DDOs to deduct the annual membership subscription of the Association in time as per mandate of Associational Constitution. We have decided that 50% of the annual subscription of Branches will be refunded to them to meet the day-to-day expenditure of the respective Branches through-out Eastern Region.
We had submitted our views regarding the 2nd Cadre review of Ministerial Staff to the Central Association and details of the said proposals were made available to the members in the 1st AGM itself. We had approached the Central Association with the request to revisit the curtailment made in the grade of UDC in the 2nd Cadre Review with full justification. We also approached to the Central leaders for taking special endeavor to re-designate the entire cadre of LDCs/UDCs as per demand of time.
Promotion order from LDC to UDC and from UDC to Head Clerk (now O.S.) has also been issued after vigorous persuasion by the present Eastern Regional Committee. The entire process of re-distribution of posts in Ministerial Cadre (after 2nd Cadre Review) throughout the different offices of CPWD in Eastern Region has been completed in a bare minimum time due to intense persuasion of the present Eastern Regional Committee.
The competent authority of Eastern Region has placed its requisition to the Staff Selection Commission for fresh recruitment in the grade of LDC through open advertisement due to our endless persuasion. We are able to aware the ADG(ER), Kolkata to realize the menace of frequent outsourcing in the Ministerial Cadre throughout the Eastern Region. We have demanded that incase the outsourcing is absolutely necessary, the same may be done from the list of the candidates who are in the waiting list of compassionate appointment as welfare measure. The ADG(ER) is kind enough to direct all the Chief Engineers for stopping frequent & unnecessary engagement of staff on Ministerial Cadre through outsourcing immediately vide Minutes dated 12.10.2012.
We have made the fund position of our Association more handsome. We have arranged AGM in every year as promised earlier. We have also arranged one Conference at Kolkata on 06.12.2012 to provide platform for threadbare/brainstorming discussion on burning issues involving Central Leadership/Branch Representatives/Units for logical/lawful settlement of burning issues.
We have completed the Election proceedings of the Eastern Regional Branch well in advance as per our assurance.
In addition to above, we are able to run the Association with utmost sincerity, transparency and dedication in democratic manners. We are also able to make the Association ‘”FOR THE STAFF MEMBERS, OF THE STAFF MEMBERS, BY THE STAFF MEMBERS” with the active co-operation of all the staff members posted through-out the Eastern Region.
